Compulsory certification
With the export of products requiring certification to the Russian Federation, the customs authorities will require GOST R certificates or TR certificates. These are prerequisites, required by law for the marketing of these goods and are therefore also required for the clearance of customs.
GOST R certificates confirm that the legal requirements enacted in Russia assuring the safety of life and health and the consumer’s property and protection of the environment have been fulfilled.
Certified products must be labelled with the GOST R or TR conformity symbol.
Declaration of conformity in accordance with GOST R or Technical Regulations
Registration of a Russian declaration of conformity in a GOST R certification body in accordance with a prescribed procedure with the concurrent submission of all the proofs, test and technical documents, etc. for all the parameters to be certified.
For a wide range of products for both the daily needs such as food, cosmetics, textiles, furniture, wallpaper, dishes, detergents and others as well as technical equipments such as transformers, railway technology, electrical cables, various motors amongst others, it is, in accordance with Directive No 982, mandatory that a statutory proof of conformity be provided about the registration of a declaration of conformity of compliance with Russian law.
In our experience it has proven difficult for a Russian legal entity that assumes the product liability to have to submit the declaration of conformity.
In the same manner, the Technical Regulations list the products for which the proof of conformity must be provided by a Russian declaration of conformity registered in accordance with Russian law in a GOST R certification body. The original GOST R or TR declarations of conformity are to be presented to the Russian custom’s authorities for customs clearance. Voluntary certification
Products, whose safety is not subject to any legal requirements in Russia, may granted a voluntary certification with the objective of confirming the conformity with the various regulations and normative-technical documents.
The voluntary certification may be based on standards (national, European, international, industry standards, etc.), approved normative-technical documents or specific product properties.
Labelling with the symbol of a voluntary GOST R certification is permitted.

For the certification of products that are not included in DIN GOST TÜV’s range of accreditation, the company is able to procure certification bodies in Russia and supervise the certification process.
Proof of conformity for the customs union Russia – Belarus – Kazakhstan
Since 1 July 2010, a customs union has existed between Russia, Belarus and Kazakhstan. As a result of this union, it is possible to ship goods between these countries without customs fees. In accordance with the rules of the customs union, there is the possibility to obtain proofs of conformity for defined goods from the bodies of these countries and these are then valid for all three countries. The Russian, Belarusian, and Kazakstani proofs of conformity issued by the specific country continue to remain valid for deliveries to Russia, Belarus or Kazakhstan. Along with the unaltered existing conformity assessment in accordance with Russian rules, DIN GOST TÜV also offers the possibility to obtain the conformity certificate in accordance with the rules and specifications of the customs union.
