Does my product, which is intended for export to the Russian Federation, require a proof of conformity with the Russian laws for safety and other normative-technical requirements?
Prerequisite to the marketing of products in Russia is the issuance of a proof of conformity (compliance) with these requirements. On 11 February 2010, the Russian standardization authority ROSSTANDART revised its Internet site updating the previous nomenclature for products requiring certification to comply with Directive No. 982, which went into effect on 15 February 2010.
Fulfilment of the minimum requirements in these nomenclatures must be confirmed for marketing in the Russian market, e.g. at customs.

Which countries of the former Soviet Union and eastern Europe recognize the GOST R certificates?
As a general rule, the states of the CIS do not formally recognize the GOST R certificates. For that reason, you should clarify this question in any negotiations with partners from these countries.
The Ukraine and some other countries from the former USSR have their own certification systems. Our company can provide you with contact persons to these and other countries of eastern Europe.
What role does voluntary certification play in the GOST R system?
For products not subject to Compulsory GOST R certification or a Technical Regulation, it is possible to apply for a voluntary GOST R certificate. Experience has shown that a national GOST R certificate of conformity may be of assistance in obtaining approvals and in sales. It is a decisive advantage that in such a case the products may be labelled with the symbol of the voluntary certification.
To obtain the voluntary certification, it is necessary that the exporter and the Russian importer agree which properties of the product are to be confirmed by the certification. These must then be proven by means of appropriate certificates.
Is it possible that a “negative attestation” be issued?
If products are not subject to compulsory certification in accordance with GOST R or a Technical Regulation, this may, if need be, be verified by a certificate.

What can be done in urgent cases, e.g. if the goods are already in transit or at customs (express procedures)?
Particularly in urgent cases, there exists the possibility to handle the certification through a fast-track procedure. If all the documents are available, the processing may be reduced to several days. This service is subject to additional fees.
What does certification cost?
The exact costs depend on the number of certificates required and the work involved in the proof of conformity. For that reason we can only provide a number after estimating the scope of the certification. To do so, requires a review of the documentation.
In accordance with our fee schedule, the costs for a certificate consist of a basic fee and a handling fee, which results from the amount of time required.
